The City of Methuen seeks proposals to conduct a Financial Audit of the Methuen Public Schools from qualified and experienced firms. The scope of services shall examine and evaluate all aspects of current management practices, including but not limited to: budget and financial management, grant usage; facilities, training, staffing levels and processes, hiring, equipment, policies and procedures; with the desired outcome an objective report detailing best practices and/or gaps, any and all findings, and recommendations to improve efficiency with options and recommendations to address. More detailed information is attached in the Scope of Services (Section 8.01). A copy of the RFP package with forms to be used and specifications for the proposal may be obtained on Monday, January 12, 2026 on the City of Methuen website Methuen.gov/purchasing.
The proposals must be filled out and signed as directed therein, with two (2) separate sealed envelopes, one containing the non-price technical proposal marked “Financial Audit Methuen Public Schools (Non-Price)” and one envelope containing the price proposal marked “Financial Audit Methuen Public Schools (Price Proposal)” addressed to the Office of the City Clerk, Searles Building, 41 Pleasant Street, Room 112, Methuen, MA 01844, and endorsed with the name and address of the bidder. Sealed bids must be received by the City Clerk no later than Thursday, January 29, 2026 at 11:00 am. Deadline for submitting questions will be Wednesday, January 21, 2026 by 12:00 noon. Failure to adhere to these requirements will result in disqualification. It is the sole responsibility of the proposer to ensure that the proposal arrives on time at the designated place. The City shall not be responsible for proposals arriving late due to couriers, deliveries to the wrong locations, express mailing services, etc. nor any other reason resulting in late delivery of the proposal.
The City of Methuen reserves the right to reject any and all bids or to waive any informality in the bidding if it is deemed to be in the best interest for the City to do so.
If, at any time of the scheduled bid opening the City of Methuen is closed due to inclement weather or other unforeseeable events, the bid opening will be postponed until the same time as specified in the bid documents on the next normal business day. Bids will be accepted until that date and time.
No Bid may be withdrawn within 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of bids. The bidding and award of this Contract will be under the provisions of M.G.L., Chapter 30B.
